The RMF

The Resource Mobilisation Fund (RMF) was established in July 2022 at the request of President Ramaphosa, to source private sector funding to procure and then donate capacity to support the NECOM, NLCC and JICC into government on an expedited basis.

The RMF has received Public Benefit Organisation status from SARS for: “The provision of funds, assets, services, or other expertise by way of donation to department of state or administration in the national or provincial or local sphere of government of the Republic, contemplated in section 10(1)(a).

To date, the RMF has procured and donated capacity into the Presidency for use in NECOM and the NLCC, with resources for the JICC expected to be donated in the coming months.  Capacity donated so far includes project management capability, energy modelling, energy and transport policy expertise, technical experts and legal advisors.

RMF Directors

The RMF has been set up as a voluntary association, with no shareholders. The RMF has six directors:

  • Phumzile Langeni, Executive Chairman of Afropulse Group (Pty) Limited
  • Faith Khanyile, former CEO of WDB Investment Holdings
  • Lwazi Bam, former CEO of Deloitte SA
  • Cassius Lubisi, former Director-General in the Presidency
